Founder and Principal

Lieutenant General (Retired) Jeffrey W. “Jeff” Talley founded The P3i Group in 2017 following a year of study and reflection at Harvard University as an Advanced Leadership Fellow and Cabot House Scholar-in-Residence. His work at Harvard, in conjunction with his many professional experiences in government, business, and academia convinced him that Public Private Partnerships (P3) were the future. P3s offer the means by which disciplines, industries, and sectors can come together to create innovations and new opportunities. The challenge is that most organization are weary of P3s or unsure how to form them. The P3i Group is an advisory services firm that provides senior management consulting to clients, with emphasis on the application of P3s to solve complex problems and provide new possibilities.

Jeff is a registered professional engineer (P.E.) with a Ph.D. from Carnegie Mellon University, an Executive M.B.A. from the University of Oxford, and a host of other degrees and certifications. In addition to serving as a Professor, he has been: Department Chair, Endowed Chair, Institute Director, Adjunct Professor, Advanced Leadership Fellow, Scholar-in-Residence, and Professor of the Practice, with appointments at University of Notre Dame, Southern Methodist University, The Johns Hopkins University, Harvard University, and University of Southern California. In 2016, he retired from the U.S. military at the rank of Lieutenant General, after having just served as the 32nd Chief of Army Reserve and Commanding General of the U.S. Army Reserve Command. He has been a businessman and entrepreneur, with positions including: Vice President & Global Fellow at IBM, Co-Founder/President & CEO of Environmental Technology Solutions, and Associate at Malcolm Pirnie. He serves on the Board of Directors for multiple for-profit and not-for-profit organizations and businesses.
